WISHART ON PRISON’S INCINERATOR SUBMISSION

Member of Parliament for Perth and North Perthshire, Mr Pete Wishart, has welcomed comments made by Kate Donegan, Governor of Perth Prison in a submission made by the Scottish Prison Service regarding the proposed incinerator on Perth’s Shore Road.

Mr Wishart said of the submission:

“I very much welcome the contributions made by Kate Donegan, the Governor of Perth Prison, to the debate surrounding the proposed incinerator at Shore Road. This personal submission is a significant document and the points made by Perth’s Prison Governor must be heard.

“The fact that this monstrosity may compromise prison security and lead to a deterioration of prisoner behaviour surely means that this unwanted incinerator must finally now be shelved. There is no way that it can proceed if it is the view of the Governor and the Scottish Prison Service that prison staff or the people of Perth may be put at greater risk.

“It is also worth remembering that Perth Prison is some 150 years old and is an important listed building that will be completely obliterated by this massive industrial incinerator.

“The Governor’s concerns about transport movements and increased pollution are also worth noting; prisons in Scotland have difficulties enough in preventing prohibited items from reaching and leaving their gates while developing a disciplined, safe and secure environment. To have so many large vehicles approaching the prison perimeter day and night could only make their challenging job harder.

“Many of us in Perthshire gravely object to the proximity of such an incinerator to Perth’s historic core. But imagine how it could be for staff and inmates at HMP Perth who would be living and working as close to 40 metres to this vast plant.

“The operational risk and security concerns to HMP Perth must be crucial to the consideration of the development of our harbour area. The Governor’s salient points serve as yet another reminder of why this site is deemed so inappropriate by the people of this constituency”
